The work includes the construction of new permeable paver walkways, fencing, benches, storage shed, picnic tables, and landscaping at the Degnan Park Community Garden. The project also involves the construction of an Outdoor Fitness Area with an artificial turf system. Additional elements are grading improvements for a grass passive recreation area, as well as construction of a stormwater management system and utility improvements. Bids must be submitted on the provided forms, enclosed in sealed envelopes with the bidder's name, address, and project name on the outside, addressed to the Township Clerk. Each bid must be accompanied by a certified check, cashier's check, or bid bond for at least 10% of the bid amount (not less than $500 and not more than $20,000), and a Consent of Surety stating the Surety Company will provide a bond for 100% of the contract amount if awarded. Bidders must also submit a Non-Collusion Affidavit and a Record of Recent Contract Awards on the specified forms. Proposal forms must remain in the bound book and be submitted whole and intact. A Business Registration Certificate from the New Jersey Department of Treasury is required. Bidders must comply with the New Jersey Prevailing Wage Act and state requirements for affirmative action and equal employment opportunity, as well as submit a disclosure of stockholders or partners holding 10% or more interest. No bid may be withdrawn for 60 days after opening. The contract will be awarded to the lowest responsible bidder or all proposals may be rejected. The Township reserves the right to reject any or all bids, reject unbalanced bids, waive informalities, and accept any bid deemed in the best interest of the Township.
