Fuel system repairs at the Fort Chaffee retail and bulk fuel facilities, including modification of three 8,000-gallon aboveground storage tanks and associated appurtenances, draining and cleaning tanks, and removing and disposing of three dispensers. Work includes installation of three new 12,000-gallon ASTs on a new concrete pad, repairing dispensers for two diesel and one MOGAS system on new islands, installing an offload point, constructing a parking hardstand area and spill containment system, and completing AST work including shutoff valves, strapping charts, and catwalks. Additional tasks include installing bollards, repairing the emergency shutoff system, repairing site lighting, replacing the equipment building, repairing pavement, and constructing a new steel-framed canopy approximately 41.5 feet by 125 feet with associated new metal canopy construction and foundation work, including removal of existing foundations. At the bulk fuel facility, work includes adding catwalks, high-level shutoff systems, mechanical level gauges, water draw-offs, and strapping charts at three ASTs. Tasks include installing offload pumps, site flow indicators, offload meter Teflon pads, air eliminators, pressure relief valves, product recovery tanks, and dispenser sumps; replacing the fillstand pump, fuel piping, filter separator, undersized piping, threaded piping, valves, and dispensers; installing new pipe supports; removing transfer piping; adding level alarms; repairing pipe supports; and installing bollards. Contractors must be licensed commercial contractors registered with the Arkansas Contractors Licensing Board and possess experience installing new UL 2085 horizontal jet fuel (F-24) ASTs and meter proving connections.
