Statements of Qualifications are requested from interested engineering firms to provide preliminary engineering services for the Tupelo Rail Improvements Program (TRIP). Responses must be submitted as specified, with one original and five copies in printed document form and one additional copy on a digital storage device, all clearly identified with the project name and firm details. Submissions must be in accordance with the instructions provided and received on time to be considered. The selection criteria are detailed in the full RFQ, and firms must meet the submission requirements stated therein. The project is funded in whole or in part through the Fiscal Year 2022 RAISE Grant Program from the U.S. Department of Transportation and the Federal Railroad Administration, and all applicable terms and conditions apply. Disadvantaged business enterprises are encouraged to submit bids and will not be discriminated against on the grounds of race, color, or national origin. All questions and requests for clarification related to this RFQ shall be submitted to the project manager no later than Friday March 27, 2026, at 5:00 pm CST. Any question or request for clarification submitted after this deadline will not receive a response. As of April 24, 2026, an issuance of short-listed firms has not been released. A design firm selection timeline has not been disclosed.
