Site work and paving for a mixed-use development in Libertyville, Illinois. Conceptual plans call for site work for a bridge / tunnel; sidewalk / parking lot; playground / park / athletic field; road / highway; and bridge / tunnel.
This 2.66-mile project involves staged asphalt pavement reconstruction from two to three lanes; staged DesPlaines River bridge rehabilitation; multi-use path; sanitary sewer replacement; proposed forcemain extension and lift station replacement; block, concrete, sheet pile and soldier pile retaining walls; a noise abatement wall; parking lot reconstruction/resurfacing; and traffic signal modernization with lane additions to three intersections. Major work to inspect includes full-depth hot mix asphalt (HMA) pavement, HMA resurfacing, some full-depth Portland cement concrete (PCC) pavement, earthwork, storm sewers, four precast concrete box culverts, thirteen various walls, bridge deck replacement, concrete items, landscaping, electrical and utility coordination. This project will follow Federal-Aid procedures and will be administered through IDOT with LCDOT as the local agency using only local funding for the Phase III construction engineering. A Designated Erosion Control Inspector (DECI) will need to be part of the project staff. Asphalt and concrete quality assurance (QA) will be covered by LCDOT staff, but soils may require a sub-consultant. Construction layout will be by the contractor. Coordination with the villages and IDOT will be needed for their facilities and general job progress. Coordination with the Forest Preserve will be necessary for adjacent lands as well as with relocating utility companies. Communication with stakeholders over this two and a half season project will be done through development of a project website and a pre-construction open house meeting. 2. Section No. 19-00072-14-WR: Phase III construction engineering for the Hainesville Road Reconstruction (Washington Street to Rollins Road) improvements in Avon Township, Round Lake Beach and Round Lake Park, Illinois. This 1.89-mile project involves staged asphalt pavement reconstruction from two to three lanes, traffic signal modernization, sidewalk and bike path. Major work to inspect includes earthwork, non-special waste disposal, storm sewers, sanitary sewers, water main adjustments, HMA paving, concrete items, landscaping, electrical and utility coordination. This project will be administered by LCDOT using IDOT and local procedures. A Designated Erosion Control Inspector (DECI) will need to be part of the project staff. Asphalt and concrete QA will be covered by LCDOT staff, but soils may require a sub-consultant. Construction layout will be by the contractor. Coordination with township, villages, golf course, residents and local businesses will be needed for their facilities and general job progress. Coordination will be necessary with relocating utility companies. Communication with stakeholders over this one and a half season project will be done through development of a project website and a pre-construction open house meeting. 3. Section No. 15-00289-02-BT: Phase III construction engineering for the Patriot Path along the north side of IL137/Buckley Road (Great Lakes Drive to Sheridan Road) improvement in North Chicago, Illinois. This 1.33-mile project involves a new asphalt bike path, retaining walls and concrete ADA work. Major work to inspect includes earthwork; special and non-special waste disposal; storm sewers; HMA paving; concrete items; landscaping; traffic signal and lighting modifications; and utility coordination. This project will follow Federal-Aid procedures and will be administered through IDOT with LCDOT as the local agency using only local funding for the Phase III construction engineering. A Designated Erosion Control Inspector (DECI) will need to be part of the project staff. Asphalt and concrete QA will be covered by LCDOT staff, but soils may require a subconsultant. Construction layout will be by the contractor. Coordination with the City of North Chicago, Navy base, IDOT, CN Railroad, residents and local businesses will be needed for their facilities and general job progress. Coordination will be necessary with relocating utility companies. Communication with stakeholders over this one season project will be done through development of a project website and a pre-construction open house meeting. Upon successful progress, there may be an option to perform Phase III construction engineering on as many as three future projects for the Patriot Path to the west. 4. Structural Engineering Services: Supplementing LCDOT staff to conduct various types of National Bridge Inspection Standard (NBIS) bridge inspections including In-Depth and Underwater Inspections; and could include Damage and Load Rating Inspections. Initial Inspections or Routine Inspections are not included. These inspections would be completed to comply with the requirements of IDOT Structural Services Manual. Currently one bridge requires Underwater Inspection (2028), and 42 structures require In-Depth Inspections (2030). Other miscellaneous inspections that could also be included are evaluation of culvert conditions and recommended repair or replacement options along with short term bracing design, if necessary; evaluation of retaining wall condition and recommended repair or replacement options; shop drawing reviews; inspection and evaluation of the bridge deck condition with recommended repair options; and other miscellaneous questions or assessments that might occur. All Consultant Program Managers and Team Leaders shall meet IDOT requirements.
