Renovation of an educational facility in Charlevoix, Michigan. Completed plans call for the renovation of a educational facility.
The work consists of a comprehensive upgrade of the Temperature Control / Facility Management Control System at Charlevoix Middle/High School, including replacement and upgrade of the existing Building Automation System (BAS) and associated HVAC controls. Major components include deployment of the latest supported Niagara Framework (N4) to a provided Windows Server, migration of the existing Elementary School configuration, development of a High School graphical interface mirroring the Elementary School layout, removal and replacement of all existing unitary controllers with native BACnet controllers, replacement of legacy controls in the gym addition, installation of a BACnet-compatible Tekmar snowmelt controller, integration of all new and existing BACnet devices into a unified front-end, replacement of all space temperature, CO2, and duct pressure sensors, addition of mixed air and discharge air sensors where indicated, calibration and Test & Balance coordination for all VAV boxes, and addition of fan status monitoring to all BAS-controlled exhaust fans. The system must comply with BACnet standards and be fully web-accessible without proprietary software. Bidders must provide pricing for all bid categories, list at least three comparable projects, provide a list of subcontractors with defined responsibilities, submit required proof of insurance, and include copies of required licenses for all involved parties. Bidders must be factory-authorized integrators, have a service office within 75 miles, provide remote diagnostic capability, and be responsible for Test and Balance services for VAV calibration. All deviations from specifications must be noted. The contractor shall provide a three-year warranty for controllers, a one-year warranty for peripheral devices and workmanship, 24-hour warranty service response, eight hours of on-site operator training, system documentation and backup files, and complete system calibration and acceptance testing. Progressive payments will be based on completed work or materials stored onsite, with retainage until final acceptance. The Owner reserves the right to reject any or all bids and to request clarifications or further documentation as needed.
