A contractor is required to provide all management, tools, supplies, equipment, transportation, labor, and supervision necessary to perform non-personal Wastewater Treatment Plant operation and maintenance services for the Joint Base Charleston-Weapon Station Short Stay Recreational Area in Moncks Corner, South Carolina. Work includes operation and maintenance of the wastewater treatment plant, the water distribution system, the wastewater collection system, and the associated RV dump station. Services require continuous 24/7 operational capability and must ensure safe and compliant performance in accordance with all Federal, State, and Local regulations, including the NPDES Permit SCG570000. The contractor must meet all requirements identified in the Performance Work Statement, including tiered response timelines for emergency, urgent, and routine corrective maintenance and submission of a complete Mission-Essential Services Plan. The contractor is required to employ a primary wastewater treatment plant operator holding a current South Carolina Environmental Certification Board Class B or higher license and must demonstrate successful management and oversight of wastewater treatment plant operations and maintenance services.
