Furnishing all tools, materials, and labor and performing the work necessary for the construction of PROJECT NO. 2026-MPO C5 ARTERIAL MILL, PATCH & OVERLAY E 31ST AND 217TH E. AVE. The project requires compliance with non-discrimination in employment, achievement of a ten percent Small Business Enterprise utilization goal, commitment to employing at least fifty percent bona fide residents of the City of Tulsa and/or MSA in each employment classification, and hiring only citizens of the United States for all contractor, subcontractor, and lower-tier subcontractor personnel. The City of Tulsa and its direct vendors are exempt from sales or use taxes for the provided materials and services. A Certified or Cashier's Check or Bidder's Surety Bond in the sum of 5% of the bid amount is required, to be retained as liquidated damages if the successful bidder fails to enter into the contract and furnish the required bonds. The awarded contractor must provide public liability and workers' compensation insurance, as well as performance, statutory, and maintenance bonds for 100% of the contract price. The project is subject to a local preference law as defined in Oklahoma Statutes, Title 61, Section 103, which may affect the selection process based on bid origin and price proximity to the lowest bid. Pre-qualification requirements: Bids will be accepted only from holders of valid pre-qualification certificates from the City of Tulsa in one or more of the following classifications: A or C. Attendance at the Pre-Bid Conference is mandatory. Bidders who do not attend will not be allowed to submit bids. A bid security of 5% of the bid amount is required. The goal is for at least fifty percent of workers in each employment classification to be bona fide residents of Tulsa and/or the MSA. Bidders and all levels of subcontractors must hire only United States citizens. Performance, statutory, and maintenance bonds for 100% of the contract price are required if awarded the contract. Compliance with all non-discrimination employment laws and achievement of a 10% Small Business Enterprise utilization goal is required. The project may be subject to local preference law if bid conditions apply.
