The city council has already adopted a 10-year, $239 million program that will modernize its inadequate sewer system. Analyses conducted on the system’s condition determined that existing sewer infrastructure won’t have the capacity to keep pace with Bentonville’s rapidly growing population. As it stands, the transmission pipes to treatment plants are too small to contend with the city’s growth rate. With the wastewater system at its limit across the city, the loan will enable the city council to break ground on expanding capacity is critical areas. The city is expected to begin opening up the bidding process for the first of the projects supported through the $239 bond in the near future. These projects will primarily consist of: Installing transmission main extensions. Replacing wastewater pipelines. Building elevated storage tanks. Improving or building basins. Enhancing lift stations. Upgrading treatment center capacity. While a significant portion of the most critical projects have been identified, the city’s studies are still incomplete. As part of preparation for the bond program, the city conducted analyses of four out of five sewer basins to gauge their conditions and what projects are needed. In addition, only the largest pipes have been appropriately studied. Officials anticipate that the sewer infrastructure project list will expand as the city completes its analysis of essential structures. While the non-profit loan provides the $239 million over a 20-year period with a 5% interest rate, the Bentonville City Council plans to complete all projects featured in the plan over the next decade. Halving the planned schedule will ultimately save money as the city avoids inflation costs. With the sewer infrastructure in its current state, several major developments have been halted due to the lack of capacity. With the loan, these projects can get underway again, although new construction won’t be occupied until the sewer upgrades are finished. --------------------------------- The City of Bentonville, Arkansas is accepting formal, sealed bids from properly qualified, licensed, insured, and experienced Contractor I/I Rehab Project - Pipe Bursting. Work includes, but is not limited to the following: Approximately 237 LF of pipe bursting existing 8" to 8" HPDE DR11, 2 service lateral reconnections, 50 SY of concrete removal and replacement, 11 SY of asphalt removal and replacement, 2 connections into existing manholes, 22 VF of epoxy or alternate manhole lining in a 48" diameter manhole, erosion control, traffic control and bypass pumping. All work shall be in accordance with the plans and specifications as prepared by the City in the IFB-26-12 Bidding Documents, for the City of Bentonville Water Utilities Department. All Bids must be accompanied by a Bid Guarantee in the form of a bid bond, certified check, or cashier's check in the amount of 5% (five percent) of the Total Bid Price, payable without condition to the City of Bentonville, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds after the Notice of Award has been issued. The Bid Guarantee shall provide that the Bidder or surety must pay the damage, loss, cost, and expense subject to the amount of the Bid Bond directly arising out of the Bidder's default in failing to execute and deliver the Contract and bonds. Personal checks and company checks are NOT acceptable as a Bid Guarantee. Any bid submitted shall be void unless accompanied by a cashier's check drawn upon a bank or trust company doing business in the State of Arkansas or by a corporate bid bond. Bidders shall adhere to the bonding requirements as specified in the IFB-26-12 Bidding Documents. The City reserves the right to cancel this request at any time in accordance with the City's best interest, to reject any Bid received, and to waive irregularities in accordance with the City's best interest. Submitters agree that such rejection shall be without liability on the part of the City of Bentonville for any damage or claim brought by any Bidder because of such rejections, nor shall the Submitter seek any recourse of any kind against the City because of such rejections. The filing of any Bids in response to this Invitation shall constitute an agreement of the Bidder to these conditions. The awarded Bidder will be required to furnish Performance and Payment Bonds at the time of signing the Contract in amounts equal to the Total Bid Price. The City encourages all qualified small, minority owned, and women owned business enterprises to submit Bids for capital improvements, projects, and purchases. Encouragement is also made to all general (prime) contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
