Site work and new construction of a mixed-use development in Rolesville, North Carolina. Completed plans call for the construction of a 15,000-square-foot fire / police facility; and 19,500-square-foot fire / police facility.

The Town requires the services of a Commissioning Agent (either individual or firm) to provide code-required commissioning services during construction and one design review at the completion of Design Development drawings. The commissioning scope includes, but is not limited to, Mechanical Systems, Electrical Systems, Plumbing Systems, Building Equipment as needed, Building Automation Systems and Control Sequences, and Fire Alarm Systems. The scope of work includes: Preconstruction/Design - Perform Commissioning (Cx) Design Review at 100% Design Development (DD) milestone and backcheck comments in 100% Construction Documents (CD). - Perform Cx Design Review at 90% CD milestone, including backcheck of comments in 100% For Construction drawings. Construction - Hold Cx kickoff with Design/Construction Team at start of construction. - Perform Cx submittal review. - Develop installation verification checklists. - Perform site visits (quantity to be determined during proposal development). - Verify equipment installation and startup. - Develop and execute Functional Performance Testing. - Maintain a Master Deficiency and Resolution Log. - Verify resolution of items in the log. Operations - Document owner training. - Develop systems manual. - Develop Operations and Maintenance Plan. - Perform seasonal testing and verification. - Perform 10-month warranty review. One firm will be selected for both projects, but each project effort and associated deliverables will be performed and invoiced separately. Proposals should be concise and well-organized, limited to no more than 15 pages (not including covers, resumes, and Certificates of Insurance). Proposals must include: A) Introductory letter with company name, address, contact info, and website. B) Qualifications and experience, including relevant project experience, resumes of proposed team members, and description of any innovative methods or techniques to enhance commissioning integration with design and construction. The Town of Rolesville is seeking qualifications for a Commissioning Agent for two projects related to the Rolesville Town Campus Project. The projects include an approximately 15,000 SF Police Station, and an approximately 19,500 SF Fire Station. Both projects are currently in Design Development and are anticipated to start construction in early 2027 and be complete in Spring/Summer 2028.
