Halley Ridge Pavilion Project Sealed proposals are requested for the Halley Ridge Pavilion Project. Each bid must include either a bid bond of 10% of the bid amount with approved surety, or a certified check, cashier's check, or letter of credit from a solvent bank in an amount not less than 10% of the bid amount, favoring the Noble County Commissioners. Alternatively, a combination bid/performance/payment bond (contract bond) for 100% of the bid amount is acceptable and must comply with Ohio Revised Code Section 153.57. Bids should be sealed, marked as “Bid for Halley Ridge Pavilion Project,” and delivered to the Noble County Commissioners. Bidders are required to comply with all requirements in the bid packet, including Federal Labor Standards Revision, the Davis-Bacon Act, insurance requirements, equal opportunity provisions, and the provision of both a payment bond and a performance bond for 100% of the contract price. Bids may not be withdrawn for sixty days after opening. The Noble County Commissioners retain the right to waive informality or reject any or all bids.
