Renovation of a municipal facility in Wheeling, West Virginia. Completed plans call for the renovation of a municipal facility.
In general, the work includes interior renovations and improvements to the toilet rooms in the upper (north building) at the historic Centre Market in Wheeling. The scope includes replacing interior toilet partitions, installing new finishes, incorporating new and reused toilet room fixtures, making alterations to the electrical and plumbing systems, and performing other upgrades. A Bid Bond in the amount of five percent (5%) of the bid is required from each bidder. The project is subject to Davis Bacon wage requirements, meaning no less than the minimum salaries and wages set forth in the contract documents must be paid. Contractors must comply with the West Virginia Contractor Licensing Act and must be licensed at the time of the bid. Equal opportunity requirements of Executive Order 11246 and Section 3 of the Housing and Urban Development Act of 1968 apply. When possible, recipients should ensure consideration of small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. The successful bidder must furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bond for the contract price. Bids may not be withdrawn for ninety (90) days without the Owner's consent. The Owner reserves the right to reject any or all bids and make selections in its own best interest. Additional bidding and construction phase requirements are specified in the project manual/specifications issued in the bidding documents.
