Site work and paving for a transportation facility in Wheeling, West Virginia. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

The scope of work is to rehabilitate the existing asphalt surface of Runway 3-21 and Taxiway T at the Wheeling-Ohio County Airport. The Base Bid consists of rehabilitating the asphalt surface of Runway 3-21 via crack repair, seal coat, and application of new markings; installing new runway edge, runway end, and displaced threshold lights to accommodate a new displaced threshold; relocation of runway end identification lights; removal of Visual Approach Slope Indicators; installation of new Precision Approach Path Indicators; and regrading the runway safety end area. Additive Alternate No. 1 consists of the rehabilitation of Taxiway T via crack repair, seal coat, and application of new markings. The project also includes mobilization and any other appurtenances required for a completed project as detailed by the plans and specifications. Each bid must be submitted in a sealed main envelope containing the Bid Bond, WV Contractor's License, Contractor's Statement of Qualifications, and all other necessary documents as required on the bid opening checklist, with a separate sealed envelope inside the main envelope marked "Bid Proposal" containing the completed and signed bid (Form of Proposal). Bids not including all required documents or not included on the official bid register will be considered non-responsive and returned to the bidder. Bids shall be accompanied by a certified check or bid bond in an amount not less than five percent (5%) of the total amount of the Base Bid and Additive Alternates. Bidders must comply with all federal contract provisions, including Buy American certification, Davis-Bacon wage requirements, Debarment and Suspension, Trade Restriction, and other federal, state, and local regulations as outlined in the bid documents. A Disadvantaged Business Enterprise (DBE) goal of zero percent (0%) has been established for this contract. Equal opportunity and non-discrimination clauses apply in the award or performance of this contract. Construction time limits require Substantial Completion within 60 calendar days and final completion and readiness for final payment within 90 calendar days of the Notice to Proceed. Liquidated damages are $750.00 per day after the expiration of the construction time.
