Demolition and renovation of a residential development in Clarksburg, West Virginia. Completed plans call for the demolition of a residential development; and for the renovation of a residential development.
Sealed bids are requested for asbestos abatement and demolition of multiple structures. There are three separate contracts, each covering specified properties. Asbestos abatement must be performed in accordance with WV Division of Health Legislative Rules Title 64 Series 63, OSHA Asbestos Construction Standard 29 CFR 1926.1101, and EPA Asbestos NESHAP guidelines 40 CFR 61, Subpart M. Submission of a Notice of Abatement, Demolition or Renovation form and a 10-day notice prior to commencement is required. Woodland Avenue All questions shall be directed to the issuing office. A two-envelope system is used for bid submission. Envelope No. 1 must contain the Receipt of Addenda, bid bond, and all other necessary documents per the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked 'Bid Proposal' and contain the completed and signed Bid Proposal Form. Both envelopes must list the name and address of the bidder, the bidder’s WV Contractor’s License Number, and a specific bid title. The main envelope is opened first; if all documents are in order, the Bid Proposal Form is opened and read aloud. Otherwise, the bid is considered non-responsive and returned. Bids must be accompanied by a certified check or Bid Bond equal to five percent (5%) of the base bid. Performance and Payment Bonds for 100% of the contract price are required prior to execution of the contract. Bidders are required to comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours Safety Standards Act. The City reserves the right to reject all bids and waive informalities. The contracts will all have a construction time limit of forty-five (45) calendar days with liquidated damages of two-hundred fifty ($250.00) dollars per day.
