The work consists of furnishing all labor, equipment, and materials and performing all work in strict accordance with the plans and specifications for the design-build of a 90' x 100' maintenance hangar at the Hazlehurst Municipal Airport, Hazlehurst, Georgia. Prospective bidders must submit prices in both numerals and words, use ink for all notations, and provide a bid bond executed on the form furnished by the Sponsor. Each proposal must be accompanied by a bond, cash, cashier's check, or certified check for 5% of the total proposal amount. A 100% performance bond and a 100% payment bond are required at contract execution. All bonds must be countersigned by a Georgia Resident Agent from an authorized surety company, listed on the United States Department of Treasury's approved bond sureties. The required affidavit as per OCGA 36-91-21 (e) must be provided. All work must be completed within two hundred ten (210) calendar days from the notice to proceed, with liquidated damages of $1,000 per calendar day for delays. Monthly payments will be made on completed work, with up to 10% retainage on each progress payment. Bids must be sealed and clearly marked as specified. Bids remain open for up to 120 days following bid opening. Relevant regulations apply, including Buy American Preferences, Foreign Trade Restriction, government-wide debarment and suspension, Davis-Bacon Act, and DBE obligations. Bidders are required to make good faith efforts to subcontract to disadvantaged business enterprises if applicable, and provide relevant documentation. Contractors and subcontractors must affirm federal work authorization program compliance. The Sponsor reserves the right to reject any or all bids and to waive informalities.
