Question Deadline 03/18/2026 at 3:00 PM ET The project consists of replacing the existing four span concrete T beam MAH-CR 90-0.34 Berlin Station Road Bridge with a new single span steel beam bridge. A copy of the plans and specifications must be obtained for a fee and failure to do so may result in bid rejection. For all bids in excess of $79,568.00, a certified check representing ten percent of the proposal, or a bid bond in the sum of ten percent of the proposal in lieu thereof, must accompany each proposal as a guarantee that if the bid is accepted, a contract will be entered into in the manner provided by law. A performance bond in the amount of 100% of the contract price and a payment bond in the amount of 100% of the estimated cost of the work are required after the award of the contract. The Ohio Department of Transportation must be listed as an additional bond oblige. Bids of corporations not chartered in Ohio must be accompanied by proper certifications that such corporation is licensed to do business in Ohio. Each proposal must be accompanied by a non-collusion affidavit, properly executed by the bidder. The successful bidder will be required to execute an affidavit required by Section 5719.042 of the Ohio Revised Code. All contractors must be pre-qualified with the Ohio Department of Transportation. The required contract provisions for federal-aid construction contracts are incorporated by reference, and the project is funded by the Federal Highway Administration. All bidders shall comply with the prevailing wage rates as determined by the United States Secretary of Labor. SBE participation goals have been set for those certified as SBEs, with a SBE goal of 10%. A waiver process for SBE goals is described in the Federal Bid Doc Template. The contractor is required to comply with Buy America, Build America provisions for iron, steel, manufactured products, and construction materials. The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. No bids may be withdrawn for at least sixty days after the opening. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, sex, or national origin. Clearly indicate the item being bid, as well as the name and address of the person or business submitting the bid, on the outside of the sealed envelope containing the bid, and the entire contract book must be completed and returned intact.
