A. The Work of Project is defined by the Contract Documents and consists of the following 1. Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBid in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations and submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules, and regulations dealing with the prevention of environmental pollution and preservation of public natural resources. All public work contractors and subcontractors must utilize the Federal Government's E-Verify system to ensure that all employees are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The Pennsylvania Prevailing Wage Act shall apply. Contractors must demonstrate compliance with relevant federal Executive Orders and EPA Regulations, including the solicitation of Disadvantaged Business Enterprises (DBEs) using Six Good Faith Efforts, and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability, or national origin. *The value for this project is based on a financial range.
