Site work and new construction of a mixed-use development in Gold Beach, Oregon. Completed plans call for the construction of a power facility; power facility; and library.

Curry Public Library District is seeking the services of a qualified solar power installer to procure, permit, and install a photovoltaic system, solar canopy structures, battery energy storage, and stormwater management landscaping according to the attached specifications and conceptual designs. The system must meet, at a minimum, the specification capacity included in the Project Description and bidders must meet the performance requirements noted in the trimline and project management sections. Specific equipment described must be provided per requirements of the Community Renewable Energy Program development funding award. Bidders must include the total price of the contract including all required equipment, conductors, permitting and labels; all project management, permitting, and direct or subcontracted labor; all site preparation, materials, and subcontractor coordination; full commissioning; a 3-year workmanship warranty; and site preparation pending final designs for canopy footings, stormwater landscaping, and equipment pad. Proposal requirements include: a cover letter with the firm's legal name, address, and phone number; the resume for the bidder including appropriate Oregon licensure numbers; a list of recent, comparable photovoltaic projects completed by the bidder (limited to one page maximum); a brief description and plan for this project including proposed equipment and a project timeline; a time and materials, not-to-exceed bid for this project excluding site preparation for stormwater management; a time, equipment, and materials pricing framework for completion of structural support and stormwater earthwork preparation which can be applied at cost plus upon final permitting and ground preparation design; and all costs in the fee proposal, both direct and indirect, as well as all reimbursable expenses. Proposals must be delivered by 5pm on March 13 to the specified contact. Emailed or faxed proposals are acceptable. The project will be awarded to the bidder offering the best combination of project understanding, qualifications, experience, and cost. The District may reject any submittal not in compliance with all prescribed procedures and requirements, or that exceeds the District's allocated resources for this project, and may cancel this solicitation or reject all responses upon a finding that it is in the public interest to do so. The District will not accept responses or queries that require it to pay the cost of production or delivery.
