The Cleveland Metropolitan School District is seeking service providers to provide HVAC and Control Upgrades (Phase 1) at Miles Park Elementary and James Rhodes High School. The work includes BAS/TCS modernization, HVAC controls replacement, commissioning, test and balance (TAB), documentation, and owner training. Alternates include pump, tank, mini-split, and chiller replacements. Allowances apply for unforeseen repair work. All work must meet specified standards and codes and be coordinated to maintain building operations during construction. Proposals must address how the proposer will meet the scope and requirements as described, giving sufficient detail for evaluators to determine the proposer's ability to meet the scope and minimum qualifications. Simply paraphrasing the requirements is not sufficient and may be considered non-responsive. Proposals are to include specific sections: transmittal cover letter, general information, response to scope of work, cost proposal, and completed district forms. Proposers must fulfill all submission requirements and follow all applicable regulations, including those relating to insurance, diversity business participation, and federal guidelines for procurement if funded by federal grant funds. Security requirements and background checks for personnel working onsite are mandatory. The district encourages responses from qualified Design-Build contractors and reserves the right to reject any or all proposals, waive informalities, and disregard non-conforming proposals.
