This requirement is a combined synopsis and solicitation for a simplified acquisition construction project issued as a 100 percent Small Business Set-Aside under FAR Part 13. The Government intends to award a firm fixed-price contract, and proposals must be complete, self-sufficient, and directly responsive to the Statement of Work dated December 18, 2025. Contractors shall provide all materials and workmanship in accordance with applicable contract standards, codes, and specifications, and must submit all required documentation including submittals, cost estimate breakdown, and a bid guarantee using the SF 24 Bid Bond Form. Offerors must be registered and active in SAM.gov under the applicable NAICS code, have no active exclusions, and maintain an acceptable supplier risk profile in SPRS. A current NIST SP 800-171 assessment score or CMMC Level 2 is required to obtain controlled unclassified information necessary to fully understand the project scope. Site visit participation requires advance request and submission of driver's license identification for access to the secured location. Questions must be submitted electronically according to the timelines tied to the site visit schedule. The Davis-Bacon Act applies, and all proposal submissions must be emailed by the specified deadline, remain valid for sixty days, and will not be accepted if late.
