The Authority will then issue written responses to bidders at the addresses given by them (including by email, if deemed most expedient by the Authority) on or about four (4) days before the date set for the opening of bids, addressing all questions so ra The Douglasville - Douglas County Water and Sewer Authority (the "Authority") is soliciting competitive sealed bids from qualified contractors for the performance of the Birdie Drive Stormwater Improvement Project (Phase 1 and 2) (the "Project"), as more fully described in the Invitation for Bids. The scope of work includes the provision by the bidder or contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be "turnkey" and require minimal involvement of Authority personnel. The Phase 1 work to be performed shall include installing an engineered Cured-In-Place Pipe (CIPP) liner in an existing 15-inch corrugated metal pipe (CMP) storm system with a total length of approximately 197 linear feet. Phase 2 includes installing (spin-casting) an engineered centrifugally cast concrete pipe (CCCP) liner in approximately 454 linear feet of existing 36-inch corrugated metal pipe (CMP) located near the property at 3995 Birdie Drive. The plans for the Birdie Drive Stormwater Improvement Project (Phase 1 and 2), have been prepared by the Authority, Dane Hanson, P.E., dated March 2, 2026. Special Conditions and Appendices contain more detailed information on the Project scope. All work will be performed within Authority easements and/or inside public right-of-way. All anticipated rights-of-way and easements required for the Project have been obtained. All anticipated federal, state, and local permits required for the Project have been obtained. Interested bidders must obtain a copy of the bid package for a nominal fee. Bids must be sealed and delivered to the designated address by the specified deadline; late bids will not be accepted. All prospective bidders must hold a current Georgia Utility Contractors License and be included or qualify for the Authority's Approved Contractor List without restriction or probationary status. Bids must include adequate bid security amounting to 5% of the total bid price. Bidders may submit for Phase 1 only, Phase 2 only, or both phases. The Authority reserves the right to award contracts for either or both phases, to the lowest responsible and responsive bidder, and to reject any or all bids and waive technicalities and informalities.
