Construct improvements including all labor, materials and equipment necessary for excavation, backfill and sitework; demolition work; reinforced concrete; masonry building work including plumbing, heating, ventilating, doors, and associated work; painting; aeration equipment; screw pumps; electrical work including conduit, cables, wiring, motor controls, starters, switches, fixtures and controls; piping and appurtenances; and miscellaneous associated work, including cleanup. This also includes an Alternate 1 ADD for Structure 55, 60, and 70 Digester Mixing and Alternate 2 ADD for Structure 75 - Screw Press Replacement. All work and materials are to be in accordance with the proposed plans, specifications, form of contract and estimate of cost on file. All proposals and bids shall be submitted to the City Clerk on official bidding blanks furnished by the City. Proposals must be sealed and plainly identified. Each proposal must be accompanied by bid security in the amount of 5% of the bid, either by certified check, cashier's check, share draft, or bid bond. The bid security shall be forfeited as liquidated damages if the successful bidder fails to enter into a contract within 10 days after award and post satisfactory bond. Bidders must comply with Executive Order No. 11246, take affirmative steps to involve Disadvantaged Business Enterprise (DBE) in the work, and follow prevailing wage rates. No bid may be withdrawn within sixty days after opening. The City reserves the right to reject any and all bids, to waive informalities, and to defer acceptance up to sixty days. Final award is contingent on approval by the Department of Natural Resources of the State of Iowa. The successful bidder shall furnish bonds in an amount equal to 100% of contract price, guaranteeing faithful performance, prompt payment for labor and materials, and maintenance of improvements for not less than two years after acceptance. Work shall commence within ten days after Notice to Proceed and be completed by November 30, 2027. Liquidated damages of $500 per day apply for late completion. Payment will be made by monthly estimates at 97% of work completed, with final payment thirty-one days after acceptance, providing all bills are paid and obligations discharged. Preference will be given to Iowa products and labor, and resident bidders will receive preference equal to that given in their home state.
