The City of Atlanta, on behalf of Atlanta Police Department, Code Enforcement section, will undergo a multi-step competitive sealed bid process for City-Wide Demolition and Asbestos Abatement Services. The process will start with a prequalification phase, followed by an Invitation for Bid (IFB). Selected vendors are expected to provide turnkey demolition and asbestos abatement services, manage high-volume, safety-critical work, maintain environmental controls, ensure proper documentation, and coordinate with City departments. Pre-qualification requirements: Vendors will be evaluated to confirm Georgia asbestos abatement certification, Level 1A certification, regulatory compliance history, equipment ownership and staffing capacity, ability to self-perform demolition, and past performance and safety record.. The demolition process will also include a formal notice to the Georgia EPD of the Service Provider's intent to complete the demolition prior to submitting any required applications associated with the demolition. The Service Providers will apply and obtain all required permits for the demolition. The Service Providers will be responsible for contacting the appropriate utility companies for capping existing utilities. Once the demolition is complete, the Service Providers will be responsible for removing all debris, trash, litter, rubbish, rubble and foundation exposed above the ground level from the premises. All removed items must be disposed of in accordance with State law. Once the structure(s) is demolished, the Service Providers will be responsible for filling any excavation or other depressions to existing grade with clean dirt, containing no more than twenty-five (25%) percent stone or masonry. Finally, the Service Providers will be responsible for adequately sloping and draining all filed areas with plants, seeds and/or straw. All erosion control standards outlined by the Department of Watershed Management Office of Site Development must be adhered to, including but not limited to silt fencing. Asbestos Remediation (if applicable) - All work shall be performed in accordance with the Federal and State Regulations which govern the safe removal and disposal ofasbestos containing material. The Service Providers or Sub-Contractor must wear the appropriate protective gear while in the environment of asbestos. The Service Providers or Sub-contractor must commence the work immediately following the submission of the GA EPD Notification and authorization from the City's designee. Any furniture within the impacted area shall be identified and upon approval of the City's esignee, be moved to a temporary storage area or container and replaced to the existing state once the abatement is complete. In the event previously undiscovered asbestos is encountered, notify the City's designee and the certified asbestos inspection contractor for further sampling, quantity and location verification. Demolition shall include removal of the entire existing structure, foundation, basement (however, if all portions of the basement slab is over three feet below existing ground the basement slab can remain in place and be broken to allow water passage), driveways, shrubs and other miscellaneous site features includingAt overgrowth of grass (exceeding height and length of 12 inches) and weeds, trash, litter, rubbish and tires (interior and exterior). All demolition debris shall be disposed of legally in an approved landfill from each project site. The Service Provider will provide the Department with proof of dumping receipts (the Service Provider will comply with EPA regulations, hauling and disposal regulations).
