This project provides for the furnishing of all labor, materials, equipment, and work necessary to perform the asphalt resurfacing of the Turnpike roadway and Willow Hill interchange, drainage and safety improvements, placing of erosion and sediment pollution controls, maintenance and protection of traffic during construction, and pavement markings. Work items include, but are not limited to: excavation of various types, installation of stone matrix asphalt mixture design wearing course, Superpave asphalt mixture design wearing and binder courses, milling of asphalt pavement surface, installation and removal of guide rail, placement of sonic nap alert pattern (S.N.A.P.), shoulder backup, rock armor placement, installation of temporary and permanent pavement markings, reinforcement bars, and bridge barrier reconnection with guide rail. An electronic bid bond in the amount of five percent (5%) of the proposal must be submitted as bid security. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
