Demolition and site work for a residential development in Caruthersville, Missouri. Completed plans call for the demolition of a residential development; and for site work for a residential development.

Sealed bids are sought for demolition and removal of two dilapidated houses located at 409 E 13th and 932 Beckwith Ave in Caruthersville. The work includes demolition of the buildings and clearing and removal of all demolition debris from the properties in accordance with the specified scope of work. Proof of insurance is required, and awarded contractors must submit all specified bonds. Sealed bids must be received at the office of the Caruthersville City Clerk by the stated deadline and may not be withdrawn for a period of 90 days from the date of the bid opening. The City reserves the right to reject any or all bids or waive any irregularities. All bids must be submitted using the Bid Form provided in the package. The general description of the work is to furnish all equipment, material, labor , and supervision neededto accomplish the following as described below : Demolition , demolition debris removal, and demolition debris disposal of the structures described in paragraph 1.0 and included in Attachment A. Submissionof a proposal will be consideredprima facie evidencethat the bidder has familiarized itself with the nature and extent of the work , and the equipment , materials , and labor required . Services Demolition: The Contractorshall provide all equipment, material , labor , and supervision necessaryfor the demolition of the structures identified in Attachment A. Contractor employeesshall not enter the structuresexcept in the process of executing the contract. No explosiveswill be permitted. The structuresand contentsare considered to have no salvage value , except as specified . The City does not guaranteethe condition of the propertiesprior to demolition. Activities required prior to startingdemolition are: a .) Prior to demolition of each structure , the Contractor shall perform all tasks and complete the Demolition checklist included as Attachment B. A photograph of each structure to be demolished shall be included on the checklist . A City representativeshall approvethe checklist prior to the Contractor beginning demolition . b .) The Contractor shall thoroughly check each structure immediately prior to its demolition to insure that the property is vacant . c .) The Contractor shall be responsible for locating all utilities that may be impacted by the demolition by the timely request of utility locates through the Missouri One -Call System . e .) The work includes capping and plugging of utilities , with all equipment, materials, and labor in accordance with local requirements . The Contractor is responsiblefor disconnection of all utilities and plugging of sewer taps . Disconnection of all utilities shall be coordinated by the contractor with the appropriatelocal service providers. The Contractor shall contactthe local utility companies prior to commencing work to coordinate termination of gas, water , electric , phone , cable TV , and any other utility services to the nearest acceptable point . Sewer taps shall be plugged with screw type expandingplug inserts or other means approved by the local sewer authority, to prevent intrusion of ground water into the existing sewer system . f .) The City is unaware of any septic tanks located on the properties; however, it cannot guaranteethat a septic tank will not be encountered. If a septic tank is encountered, its contentsshall be pumped out and disposed of in accordance with state statutes and the regulations of the Missouri Department of Natural Resources and the United States Environmental Protection Agency . The septic tank shall then be filled with soil . g.) The Contractor is responsible for ensuring traffic safety in all work areas. Flag persons, temporary signage, or other approved means shall be provided by the Contractor as needed to comply with the above requirement. Prior to the start of demolition of the structures , the contractor shall enclose the demolition site with a temporary safety fence . The temporary safety fence shall remain until all demolition work within this area is complete and approved by the City . The Contractor shall remove the fence from the work site upon completion of work . h .) i .) j .) k .) Contractor shall supply all workers with all personal protective equipmentrequired to perform their work . Contractor shall insure that all workers properly utilize the personal protective equipment provided to them . A basement or crawl spaces under the structure is to be expected . Permission must be obtained from the City prior to the contractor entering an eligible structure for bidding evaluations. The contractor shall use equipment and perform work in a manner to prevent damagesto the City's infrastructure facilities and adjacent right-of -ways, including all landscapedareas. The contractor shall repair any damagescausedby the contractor's equipment in a timely manner at no expenseto the City . All tracked equipment shall be approvedby the City prior to use. All loading equipmentshall have street tracks and wheels to operate on the street/road using buckets and/or boom and grapple devices to remove and load the debris . Any damage to private property , sidewalks, curbs, or streets shall be repaired at the expense of the contractor. 3.1.1 . Demolition shall not begin without a representative of the City present , written permission from the City , and a photograph of the structure . A photograph of the property shall also be taken following demolition . 3.1.2 . The Contractor is responsible for complete demolition and removal of all structures listed in Attachment A , to the existing grade . The Contractor shall remove and dispose of all slabs . All demolition debris shall be taken by contractor to an approved demolition landfill or any other landfill authorized to accept demolition debris . Clean fill may be disposed of in accordance with the rules and regulations of the Missouri Department of Natural Resources . 3.1.3 . Any basements shall be removed and filled and graded to the existing grade of the property . The backfill shall be clean , uncontaminated soil . 3.1.4 . The use of burning at the project site for demolition or the disposal of refuse and debris will not be permitted . 3.1.5 . Disposal facilities . Contractor shall be responsible for all costs associatedwith disposal of the demolition debris . Contractor shall be solely responsible for payment of all transportation costs, tipping fees, tonnage fees , and other fees imposed for disposal of the demolition debris . Demobilization . Post-Demolition Cleanup . Remove all signs of temporary construction facilities , work areas, structures , foundations or temporary structures , stockpiles of excess waste materials , or any other vestiges of demolition . The area shall be restored to nearpre-existingconditionsexceptthosestructureswhich are demolishedaspart of this contract . Restoration to original contours will be required . All restored areas shall be smoothly and evenly dressedand sloped to drain . Upon termination or completion of this contract , Contractor shall vacate and remove , or cause to be vacated or removed all property belonging to Contractor , any subcontractor, agent or employee. Any property not removed shall be deemed abandonedto the City and any cost incurred by the City in disposal of same shall be withheld from any final payment due .
