Johnson County reserves the right to waive technicalities and to reject any or all bids. Asphaltic Concrete Surface, Inplace, TDOT Grade "D" Surface (Hot Mix) Per Specifications All Project Items must be completed by July 31, 2026. * Instructions to Submit Bid: Sealed bid response in an envelope plainly identified on the outside in the lower left corner of your envelope with the Bid Name and Number. The Vendor is responsible for insuring delivery on or before the bid opening date and time to the Johnson County, Tennessee Purchasing Department, Attn: Troy Arnold, Purchasing Agent, 211 N Church St., Mountain City, TN 37683 Asphalt In-Place: The Johnson County, Tennessee is requesting sealed bids on bituminous paving that will meet the specifications as listed below. Bid price shall include placement of a "Tack Coat" prior to installation of surface paving or a "Prime Coat" prior to installation of base paving. Bidders should note that the tonnage listed on Page 2 - Bid Prices, is approximate and is subject to change. Bidders should also note that all prices quoted shall remain firm for the delivery period which is from the date or contract award through July 31, 2026, subject to the liquid asphalt price escalation clause stated below. Each bid shall be accompanied by a certified letter from the asphalt manufacturer's liquid asphalt supplier giving the grade and price per ton of liquid asphalt to be furnished in accordance with these specifications. If the liquid asphalt tonnage price increases or decreases by more than 10% within the contract period, the successful bidder shall submit a certified letter from their supplier to Johnson County, Tennessee, Purchasing Agent setting forth the price per ton increase or decrease. The County shall pay the successful bidder for the incremental amount of the price per ton when there is an increase, and likewise, successful bidder shall apply a deduction for the incremental amount of the price per ton decrease beginning from the date of the price change and continuing to the end of the contract period. No other price increase for labor, material or other items in the contract will be considered. For the purposes of this bid, Asphalt projects that are ordered, should only occur during the months of April through October. Other times may be considered, but only after award and with written authorization of the Johnson County Road Superintendent, on a case-by-case basis, weather and temperature permitting.
