Bid is for the reroofing of Carver Hall Annex. Bids are to be submitted electronically and must be received by the specified due date and time. Bids are to be submitted on the Grambling State University solicitation forms, signed by an authorized agent. Only bids typed or written in ink will be accepted, and corrections must be initialed by the Bidder. Bid prices must include all delivery charges, F.O.B. Grambling State University Destination. Bid Bonds are required for all bids over $25,000; for this project, bidders must submit a bid bond during the bidding phase and transition to a performance bond once the contractor is selected. The contractor must record the contract with the Clerk of Court and provide proof of filing. Performance Bond is required at award. All products provided must be new and conform to the specified quality and standards. By signing the solicitation, the bidder certifies compliance with all instructions, terms, conditions, and specifications. Bidders are required to thoroughly read the entire solicitation, including terms, conditions, and specifications. Written requests for interpretation must be submitted if clarification is needed. Only addenda issued by the University's Purchasing Department are considered valid interpretations. Bid opening is conducted via Zoom. Bid submissions must be signed by a person authorized to bind the vendor, with appropriate authority documents provided upon request. Bids not complying with these instructions may be rejected. Awards may be made on an all-or-none basis to the lowest responsible and responsive bidder.
