Separate sealed bids are requested for the construction of Powell Avenue Community Center Parking Lot Improvements. All Prime Bidders must obtain copies of Bidding Documents from S. E. Huey Co., upon payment of a deposit. Bona fide prime contractors who submit a valid bid will receive a full refund for their first set of Bidding Documents upon return in good condition within ten calendar days of the bid opening. Bidders may also submit bids electronically after registering at the specified website. Bidders submitting electronically must also obtain Bidding Documents from the design professional. A corporate resolution authorizing a representative to sign the bid must accompany corporate bids. Each bidder must deposit bid security in the required amount, form, and subject to conditions as provided. Sureties for bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. Bidders are required to comply with conditions of employment, minimum wage rates, Section 3 requirements, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana, including bonding and insurance requirements. Contractors must comply with all provisions of the State Licensing Law for Contractors and must hold an active license in the classification of MUNICIPAL AND PUBLIC WORKS CONSTRUCTION. License numbers must be provided when requesting documents and placed on the envelope containing the bid. No bids may be withdrawn within forty-five days after the bid opening. The contractor must begin mobilization and procurement of materials within ten working days of the Notice to Proceed. The successful bidder is required to execute the Owner's Standard Form of Agreement/Contract and Performance and Payment Bond within ten working days after the contract award. Minority-owned firms and small businesses are encouraged to bid on this project.
