Site work and paving for a civil project in Prior Lake, Minnesota. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The Work shall be completed under one (1) contract consisting of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following Construction Contract: Contract No. 1 - 2026 Lift Station Rehabilitation Generally, includes the rehabilitation of the Spring Lake and Raymond Lake lift stations, which includes the following: a. Replacement of existing concrete driveways, pads, and top slabs. b. Replacement of existing control panels and electrical components with new control panels and electrical components, and additional electrical improvements. Control panel to be procured by Owner and installed by Contractor. c. Replacement of existing site lighting (pole and lighting), and installation of new site lighting. d. Site work and restoration. e. Installation of temporary bypass pumping systems as needed for construction. f. Removal of existing pump, base elbows, guide rails, and other appurtenances and reinstallation of new pumps, base elbows, guide rails, and appurtenances. Pumps to be purchased by Owner and installed by Contractor. g. Replacement of existing pump access hatches with new access hatches. h. Replacement of wet well piping, valves, and fittings. i. Replacement of valve vault piping, valves, and fittings. j. Prep and coat all process piping and pumping system appurtenances in wet well and valve vault. k. Prep and coat all interior walls of wet well and valve vault structures (Bid Alternates No. 1 and No. 2, respectively). l. Other miscellaneous improvements as described in the Contract Documents. Minimum Bidder Qualifications: Bidders shall meet the minimum qualifications as specified in Specification Section 00 45 13 - Bidder Qualifications Form of the Project Documents. All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Specification Section 00 43 29 - Responsible Contractor Verification Form of the Project Documents. Bid Security: Each Bid shall be accompanied by a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Prior Lake, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within fifteen (15) calendar days of Notice of Award in accordance with the terms of the principal's Bond and a contractor's Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Owner's Rights Reserved: All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) calendar days after the date of Bid opening. Completion of Work: The Work shall have the following completion dates: - Substantial Completion A (Spring Lake Lift Station): August 28th, 2026 - Substantial Completion B (Raymond Lift Station): October 30th, 2026 - Final Completion: November 27th, 2026 Question Deadline 03/19/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than five (5) business days prior to the date for opening of Bids may not be answered.
