The City of Tenino (City) is requesting Statements of Qualification (SOQs) from consulting firms with expertise in Land Surveying and Civil Design of public improvements for the Yelm -Tenino Trail. The Agreement for this project will be for approximately 18 months in duration from April 2026 through September 2027 with the option for the City to supplement the Agreement for additional PE Phase work and future RW and CN phase consulting services, including Construction Management. The City reserves the right to amend the terms of this "Request for Qualifications" (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The City is not bound to accept any proposal and reserves the right to reject all proposals or request interviews of consultants in order to select a consultant in the best interest of the City. Project Description Work to be performed by the selected Consultant will consist of preparing preliminary engineering design for the federally funded Yelm-Tenino Trail project in Tenino, Washington. The selected Consultant will design, engineer and identify right-of-way to be purchased, if necessary, for 9,600 linear feet of a regional shared use path, extending the existing Yelm-Tenino Trail south from the existing terminus at 6th Avenue and Crowder Road to the west city limits. Amenities to this project will include landscaping. The City requests Statement of Qualifications from Consultants that outlines qualifications. The Scope of Services to be provided will be site specific with the intent to advertise. Procurement Notification This project is a formal competitive procurement and will be advertised in the City's paper of record 'The Tenino Independent' and 'Seattle Journal of Commerce' and is open to all qualified consultants. Qualifications The following are the minimum qualifications and licensing requirements that consultants must meet in order to submit a response to this RFQ. Submittals must clearly show compliance to these minimum qualifications. Submittals that are not clearly responsive to these minimum qualifications shall be rejected by the City without further consideration. The Consultant: 1. Shall have been in business for a minimum of three (3) years from the date of issuance of this RFQ or must provide demonstrated successful completion of projects with the City of Tenino and Thurston County for similar services for pedestrian design. 2. Must be licensed to do business in the State of Washington at the time of contract execution and the engineer responsible for stamping documents must be professionally registered in the State of Washington. 3. Must have and maintain the minimum levels of Insurance Coverage specified in the Local Agency A&E Professional Services (Negotiated Hourly Rate) Consultant Agreement referenced above. Scope of Work Design, engineer and identify right-of-way to be purchased, if necessary, for 9,600 linear feet of a regional shared use path, extending the existing Yelm-Tenino Trail south from the existing terminus at 6th Avenue and Crowder Road to the west city limits. Amenities to this project will include landscaping. Professional and technical requirements for this project will require land surveying, civil, geotechnical, structural, environmental and electrical engineering. A topographic survey of the project corridor will be required to be performed by the consultant. Deliverable expectations for the project will include, but not limited to; 30% design concept drawings, 50% and 90% design drawings, preliminary right-of-way drawings identifying right-of-way to be obtained; construction contract documents including technical specifications and an opinion of total construction costs; 100% complete, bid-ready, printable design drawing and construction contract documents and a final opinion of total construction costs suitable for the City's use in advertising for construction bids and issuing the documents to prospective bidders. Final bid-ready deliverables will be reviewed and approved by the City and by Washington State Department of Transportation (WSDOT). The selected Consultant shall ensure all designs, construction documents, and public engagement activities comply with 49 CFR Part 27, 28 CFR Part 35, and the Public Right-ofWay Accessibility Guidelines (PROWAG). Period of Performance/Budget The City anticipates the agreement will be for a duration of 18 months in duration from April 2026 through September 2027. Anticipated notice to proceed May 27, 2026 Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Qualification of Proposed Project Manager 2. Qualifications/Expertise of Firm on similar projects 3. Ability to meet schedule on similar projects 4. Approach to project 5. Approach to FSBE goal 6. Familiarity with WSDOT/FHWA standards 7. Past Performance/References Consultant SOQs will be evaluated by The City of Tenino's review panel for accuracy, clarity, readability, and concise information along with consultant suggestions/comments for Tenino included scope of work, PS&E timeline, environmental outline, and other potential project complications. Interviews Following evaluation of the SOQs, the highest-ranking firms will be invited to participate in an interview process. The City of Tenino will schedule interviews with the project manager provided in the SOQ. Additional interview information shall be provided at the time of the invitation. The intent of the interviews is to help clarify and verify information provided in the SOQ, and to give the City's selection committee an opportunity to learn more about the consulting firm's relevant experience and expertise. Professional communication regarding project scope, scheduling, staff and citizens responses Federal Small Business Enterprise Participation The project has a FSBE goal of 0% of the total contract amount and 0 training hours. In the absence of a mandatory goal, this agreement is subject to the voluntary 10% SBE requirements as stated in the consultant agreement language. Consultant will be required to report payments made to all firms on a monthly basis to the wsdot.diversitycompliance.com program.
