Site work for a playground / park / athletic field in Raeford, North Carolina. Completed plans call for site work for a playground / park / athletic field.
The selected consultant shall provide full design and engineering services for the Hoke Walks Trail System, including but not limited to: field surveying, topographic mapping, geotechnical review, trail layout and design following NCDOT and AASHTO standards for multi-use paths, ADA compliance, environmental sensitivity, trailhead and wayfinding considerations, drainage and erosion control planning, identification of utility conflicts, design for tie-ins to Beaumont Court and Chamberlin Boulevard, coordination with County staff, public stakeholders, and NCDOT Division 8, cost estimating, phasing, preparation of construction drawings suitable for bidding, and support during permitting and pre-construction review. Firms must submit five hard copies and one digital PDF of their proposal, which must include a cover letter, firm qualifications and relevant experience, key personnel with resumes and availability, a detailed project understanding and proposed methodology, examples of recent similar projects with references, a project schedule with milestones, an hourly rate and fee proposal (in a separate sealed envelope), and required certifications and forms. Proposals will be evaluated based on relevant experience (25%), qualifications of key personnel (20%), project approach and methodology (25%), schedule and availability (15%), and past performance with NCDOT/FHWA (15%). Required assurances and forms to include are a conflict of interest statement, certification regarding debarment & suspension, E-Verify affidavit, non-collusion affidavit, and Title VI assurance form (NCDOT).
