The selected Contractor will be required to furnish, supply, install and provide prompt repair or replacement of damaged guardrail for a 3-year period on an “as needed” basis, with work authorized through approved Work Orders. All work will be within Woodinville city limits in King County. The City will determine the locations of damaged guardrail to be repaired or replaced as needed. Contractor must conform to 2026 WSDOT Standard specifications for Road, Bridge, and Municipal Construction with in-kind replacement of damaged guardrail. Bids must include all applicable filing fees to comply with labor laws, and all unit prices must include necessary and applicable overhead, profit, duties, handling, transportation, required hardware, disposal, and all charges incidental to the requested work. Pricing must be inclusive of all applicable B&O and Use Taxes for materials, tools, and equipment, to be included in the unit price. The Contractor will pay retail sales tax separately as applicable. The City is exempt from retail sales tax. The contract duration is three years, with an option to renew for an additional year. Bids must be submitted electronically through the Public Purchase portal and be valid for at least sixty calendar days after bid opening. All costs necessary to complete each maintenance or work order must be included in the bid price. The City will select and award the contract to the lowest responsible, responsive bidder. All bid items and forms must be submitted with the bid or the contractor may be deemed not responsible. The City will not accept additional costs for overhead, profit, duties, transportation, freight, fuel, environmental, storage, or disposal—they must be included in unit pricing. Quantities listed are estimates for bid comparison only; actual payment will be based on quantities satisfactorily completed. The contractor must verify responsibility criteria for all subcontractors, and prevailing wages must be paid per state requirements. The City does not require a bid bond or guarantee. Bidders are encouraged to include certified Veteran Owned, Small Owned, or OMWBE Certified minority or women owned businesses.
