The proposed scope for the Orchard/Simpson Street Reconstruction will consist of 4" milling, 19 MM binder (2.5" depth), 9.5 MM wearing course (1.5" depth), paving fabric, traffic control and all necessary appurtenances for said construction. Bid Proposal must be a paper copy, with an original signature, submitted in an envelope along with the original bid security and all other required documentation, all as described in the Instructions to Bidders. Each proposal shall be accompanied with a certified check or Bidder's Bond in the amount of ten percent (10%) of the proposal, in favor of the County of Armstrong OBO Manor Township. Only bids from contractors that have purchased approved project bid materials from Senate Engineers and Surveyors will be considered. No faxed Bids will be accepted. No Bid may be withdrawn for a period of ninety (90) days from the date of opening bids. Davis Bacon Wage Rates and BABA (Build America, Buy America) will apply. The contract documents contain requirements addressing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE AND WBE participation, participation by Section 3 residents and businesses, and related matters. The bidder must submit documentary evidence of Minority/Women Business Enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the Bid. No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Local Public Agency.
