The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for Work Zone Traffic Control for the Manhattan Bridge Biennial Inspection located over the East River, connecting Manhattan and Brooklyn in New York City. The required traffic control will assist Stantec and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed in accordance with the Manual of Uniform Traffic Control Devices. Subcontractors must have a minimum of five years documented experience in traffic control, and all flag persons must have at least six months of documented experience in traffic control. All assigned personnel must have current flagger certification, effective communication skills, and familiarity with the MUTCD manual. Most of the work will occur from May through December of 2026 and 2028, with minimal or uncertain workload during winter. The number of workdays required per crew per week will vary from zero to five days. Up to two separate work crews may be working simultaneously. Both full and partial day and nighttime closures will be required. One contract will be awarded covering both day and night work. Proposals must be prepared in conformance with the Bid Documents and submitted by the deadline. Proposals should be mailed or delivered in a sealed envelope labeled as specified, including the bidder's name. Proposals received after the deadline will be returned unopened. Bids will be opened and read aloud by Stantec’s Project Manager/Assistant Project Manager. All communications regarding the project are to be directed to the Designated Contact, and any attempt to communicate with other associates or employees may result in disqualification. Stantec reserves the right to reject any and all bids, waive informalities, invite new bid proposals, and disregard nonconforming bids. Insurance requirements must be met as specified in the Bid Documents. Stantec will procure all necessary permits to perform the work, including entry and temporary lane closure permits.
