Renovation of a municipal facility in Springfield, Illinois. Completed plans call for the renovation of a municipal facility.
SCOPE This specification covers furnishing, delivery, installation, start-up, and certification of one (1) complete Continuous Particulate Mater Monitoring System (PM CEMS) for wet or saturated stack service on Unit 4, employing a heated extractive optical-scatering measurement principle suitable for PS-11 certification. The system shall continuously measure filterable particulate mater for compliance with EPA MATS and all applicable EPA performance and QA/QC specifications. Monitoring Need and Operating Conditions The Unit 4 stack operates at very low particulate concentrationstypically 1 mgm under normal combustion and particulate-control conditions. During PS-11 correlation and Routine Correlation Audit (RCA) testing, when control equipment is intentionally de-tuned, particulate concentrations may rise to 23 mg and occasionally = 10 mg. Therefore, the PM CEMS shall be capable of: 1. Stable, accurate measurement at or below 1 mg/m under wet saturated flue-gas conditions; and 2. Maintaining linearity and correlation accuracy throughout the higher concentration ranges encountered during PS-11 or RCA testing. Provide all analyzer hardware, heated sampling and conditioning assemblies, control electronics, QA QC equipment, and documentation required for a turn-key, certified, wet-stack PM CEMS installation meeting these performance needs.
