Demolition, site work, paving and new construction of a mixed-use development in Gillette, Wyoming. Conceptual plans call for the demolition of a 300,000-square-foot educational facility; for the construction of a 191,662-square-foot educational facility; for site work for a educational facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Project Description and Intent: The District, in partnership with the Wyoming School Facilities Division (SFD), is undertaking the replacement of the existing high school facility due to documented condition deficiencies identified through prior facility evaluations. The project includes construction of a new approximately 191,662 gross square foot high school and demolition of the existing approximately 300,000 square foot facility. Question Deadline 03/31/2026 at 11:00 AM MT Professional Service Providers having questions or requiring clarification or interpretation of the procurement documents shall make a written request to Wyoming SFD via email to Rich Merrill at rich.merrill1@wyo.gov, and courtesy copy David Bartlett at dbartlett@ccsd.k12.wy.us and Sean Mathes at smathes@ccsd.k12.wy.us. Phase 2 consists of the construction of a new track, field and pavilion building. Phase 3 consists of construction of the new high school facility. Phase 4 includes demolition of the existing school following occupancy of the new building. Phase 5 includes development of a new parking lot and associated site improvements in the footprint of the former school. This project represents a coordinated state and district investment to provide a modern, safe, and efficient educational environment for students and staff. The Owner's Representative shall serve as the District's primary advisor during the construction phase and shall provide proactive oversight of schedule, budget, quality, coordination, and compliance throughout all phases of the Project. The Owner's Representative shall provide, at a minimum, the following services: o Attend and actively participate in all Owner-Architect-Contractor (OAC) meetings and other project coordination meetings. o Monitor construction progress and critical path activities to ensure adherence to the approved master schedule. o Review, evaluate, and provide recommendations on all change order requests, including validation of scope, cost reasonableness, and schedule impact. o Track and report on project contingency usage and forecast potential budget impacts. o Monitor compliance with contract documents, approved plans, and applicable state requirements. o Assist in resolving field conflicts and provide recommendations to avoid disputes and claims. o Coordinate construction activities with District operations, including phasing, site access, student safety, and continuity of school functions. o Monitor quality control procedures and observe construction for general conformance with contract documents. o Oversee substantial completion processes, punch list development, commissioning activities, and project closeout documentation. o Review and verify receipt of as-built drawings, operations and maintenance manuals, warranties, and required certifications. o Assist the District with final financial reconciliation and project reporting. o Provide bi-weekly written progress reports to the District summarizing schedule status, budget status, contingency usage, pending change orders, risk items, and key decision points. ** RFP date info : The Financial portion of the submittal shall be sent directly to both the District and to the SFD at the addresses listed in Attachment 2. Send one digital copy (PDF files on either CD or flash drive) to each office by the date and time listed in Section 6 - Project Timeline under "Deadline to submit proposal". The School District reserves the right to request additional information which, in the School District's opinion, is necessary to ensure that the School District has complete information with regard to the Professional Service Provider's competence, business organization, and financial resources to assist in determining if the Professional Service Provider is qualified. The method of Contractor Selection has not been Determined at this time.
