The proposed improvements consist of applying approximately 27,875 square yards of Gilsonite/Polymer Enhanced Penetrating Restoring Asphalt Emulsion directly to the surface of recently paved hot mix asphalt streets within the City of Bettendorf, Iowa. Before the start of construction, the Contractor shall submit a line of march and schedule of work listing critical path items, establishing a time schedule for the program. No work shall start on any street without the approval from the Engineer or representative. All work shall be done in strict compliance with the plans and specifications prepared by the Engineer of the Engineering Division of the Public Works Department of Bettendorf, Iowa. All work on this contract shall commence on or after June 8, 2026, as weather permits, and shall be completed by August 14, 2026. The beginning and completion dates will be included as part of the contract. Liquidated damages in the amount of Five Hundred Dollars per calendar day shall be charged for every day past the completion date. All bids must be submitted electronically through the specified website; no paper, emailed, or faxed bids will be accepted, and no physical bid opening will be held. Bids will be evaluated using the City's electronic bid submission system. Copies of proposed contract documents may be obtained with forty-eight hour notice at the Engineering Division of Public Works. Paper sets require a refundable deposit for each set, refundable within fourteen days after the award of the project if documents are returned in a timely and reusable condition; otherwise, the deposit may be forfeited.
