Proposals are requested from qualified firms or individuals to provide engineering services related to the implementation of approved FY 2026 CDBG projects, specifically for improvements to the Town's water system. The Engineer will prepare project cost estimates for application preparation and, if awarded, provide all engineering services through project closeout, following federal, state, and local laws, regulations, and policies. The scope includes preparing plans and specifications, distributing bid documents, assisting in bid opening and preparing bid tabulation, assisting in the execution of construction contracts, holding pre-construction conference, and performing construction inspection with periodic reports and approval of payment requests. Proposals must address in detail: the qualifications of assigned personnel, the firm's experience with similar projects, and the capacity for performance, including staff assignments. Proposals should be submitted in a sealed envelope marked "Proposal for CDBG Engineering Services." Proposals will be evaluated on qualifications, experience, and capacity for performance. The contract will be awarded on a fixed-price basis, subject to CDBG award(s) and required conditions.
