The Housing Authority of the City of Charleston is soliciting sealed, hard-copy proposals from qualified contractors to provide comprehensive lawn and grounds maintenance services for various AMP 30 sites. Services will include multiple CHA-owned properties, family developments, and administrative locations throughout the Charleston, South Carolina area. Proposals must be submitted in hard copy, sealed in an envelope, and clearly labeled. Submissions must be delivered by mail or hand delivery. Electronic submissions will not be accepted. Award will be made to the responsive and responsible offeror whose proposal represents the best value to CHA, considering price and other factors. Offerors are highly encouraged to visit the sites before submitting a proposal. Evaluation criteria include Relevant Experience, Technical Approach & Service Plan, Staffing & Equipment Capacity, Past Performance with CHA, Price, and Section 3 Business or Section 3 participation plan. Contractors and subcontractors must comply with local, state, and federal employment and business practices and regulations, HUD Maintenance Wage Rate Determination, and Section 3 Provisions of the Housing and Urban Development Act of 1968. Minority and women-owned businesses, veteran-owned businesses, and small businesses are encouraged to respond. The Housing Authority reserves the right to waive irregularities, cancel this solicitation, re-advertise, reject any proposals, retain submitted proposal packages, and use any idea in a package in accordance with regulations.
