Site work and new construction of a mixed-use development in Aklavik, Northwest Territories. Completed plans call for the construction of a four-story above grade, 34-unit multi-residential development; for site work for a multi-residential development; and 30-unit multi-residential development.

Housing Northwest Territories is requesting progressive design-build proposals for the proposed Public Housing apartment building with a daycare and the Transitional Housing building. The demand for affordable and low-cost public housing in Yellowknife exceeds the number of units currently available. Similarly, there is an ongoing need for transitional housing for individuals who don't have access to safe or secure housing and currently rely on emergency shelters, encampments or other types of informal or unstable accommodation. There is also a need for additional early childhood learning (daycare) spaces in the City of Yellowknife. This Project will take steps to address all three of these issues. It will include an apartment building with 34 units of public housing, ranging in size from studios to four-bedroom apartments, including a mix of accessible units. A daycare facility for up to 24 children will also be developed on the main floor. An adjacent building will include 30 private rooms for transitional housing, along with support and administrative areas. The Project will be developed on the site of the former Rockhill Apartments on 54th Avenue in Yellowknife, legally described as Lots 4-10, Block 100. A map is shown below. (a) Public Housing The public housing component will include 34 apartments with the following mix of units: Six (6) studio apartments, three of which will be barrier-free. Six (6) one-bedroom units, two of which will be barrier-free. Six (6) two-bedroom units, two of which will be barrier-free. Eight (8) three-bedroom apartments. Eight (8) four-bedroom apartments. Shared indoor areas will include an entrance lobby with two elevators, shared laundry rooms, an activity room that will be available for use by residents, along with stairways and corridors. Other areas will include mechanical and electrical service rooms as required, work areas for maintenance staff, and storage of maintenance materials (b) Daycare (Early Childhood Learning Centre) The intent is to develop a daycare on the ground floor of the apartment block with its own exterior entrance. It will accommodate up to 24 children, including 8 toddlers up to and including two years of age, and 16 children between the ages of 2 and 5 years. Interior spaces will include activity areas, sleep areas, an office, washrooms, kitchen, diapering station, cubbies, lockers, a laundry alcove, janitor's closet etc. along with internal circulation and any required mechanical and electrical service areas and chases. Note that outdoor play areas and related site development are also needed. (c) Transitional Housing The intent is to develop a free-standing Transition Housing building. It will consist of 30 bedsitting rooms or small studios, each with its own bathroom but without full cooking facilities. Six of the rooms will be accessible. Support spaces on the residential floors will include lounges, laundries, and some shared kitchens that can each serve 4 or 5 residents. Support space on the ground floor will include the main dining room where the majority of residents will take their meals, along with a suitable kitchenThe ground floor will also include offices and staff work rooms and support areas, a meeting room, an activity room, washrooms, and storage. Elevator lobbies, stairways and hallways are required, as well as any necessary mechanical and electrical service areas and chases. It will be up to the proponents to determine the required sizes and locations of mechanical and electrical services areas in both the daycare and the transitional housing residence. Site Development In addition to specific requirements for outdoor spaces described in the functional programs for each building, overall requirements for site development are included in Appendix K1. They include: Development of a laneway on the right-of-way to the north of the properties. Development of a sidewalk along 49th Street, connecting the existing sidewalk along 54th Avenue and the laneway to the north of the site. Development of parking, drop-off, and loading areas and related access laneways on-site. Hard-surfaced pedestrian pathways, and exterior ramps (if necessary). Bicycle stands and bicycle storage sheds. Landscaping, planting of tree and shrubs, and construction of planter boxes and community garden boxes. Areas for outdoor waste bins. Site lighting and signage. Outdoor gathering areas for transition housing and the apartment block, and outdoor playgrounds for the daycare.
