**As of May 28th, 2026, the project was awarded to The Scruggs Company with an awarded amount of $3,367,676.76** Sealed bids are requested for asphalt paving of various roadways in Barrow County. Bids must be in accordance with specifications and submitted in a sealed envelope clearly marked as RFB2026-13 - 2026 L.M.I.G. & NON L.M.I.G. Paving. If the bid is mailed, the sealed envelope must be placed within another envelope and also marked accordingly. Owner reserves the right to waive any informality or reject any or all bids and may accept any bid considered to be in the best interest of the Owner. No bid will be rejected without just cause. The deadline for questions related to this RFB shall be 05:00 PM (Local Time), March 26, 2026. Please ensure bids are submitted exactly as specified in the RFB. If you have any questions, please submit them in writing as called for in the RFB. Liquidated damages: project completion will be thirty (30) weeks from date of the notice to proceed. Liquidated damages of one hundred fifty dollars ($150.00) per day will be assessed for each day after completion date until project is completed. Security: Accompany bid with a bid security in the amount of five percent (5%) of the bid. The successful bidder will be required to submit to Barrow County a performance bond and a payment bond, each in an amount equal to one hundred percent (100%) of the total contract amount. Surety companies executing Bonds must appear on the Treasury Department’s most current list (Circular 570 as amended) and be authorized to transact business in Georgia. Only Barrow County bond forms will be accepted.
