Work to be bid upon as follows: provide and install approximately 10,000 S.F. polymer cement surfacing for asphalt and concrete surfaces, and all related appurtenances for crosswalks and median at various locations in downtown Kingsport. The project shall be completed in 90 calendar days. Question Deadline 03/27/2026 Every request for such an interpretation shall be made in writing to the Owner. Any written inquiry received no less than ninety six (96) hours, excluding weekends and legal holidays prior to the bid opening date and time will be given consideration. Sealed bids are requested for the Main Street Decorative Crosswalks and Medians project. Bids must be submitted to the Procurement Manager by 4:00 P.M., Eastern Time, at City Hall Conference Room 436, 415 Broad Street, Kingsport, TN. Bidding documents can be obtained from the City Engineer's office at 130 Shelby Street, Kingsport, TN, for a fee of $50.00 per set, payable by check to the City Treasurer. Documents are also available for review at the City Engineer's office and select local plan rooms. All Minority and Women-Owned contractors are encouraged to participate. A bid bond or certified check for five percent (5%) of the total bid is required. The successful bidder must provide Performance and Payment Bonds equal to 100% of the contract price. Bidders must be licensed as required by the Contractors Licensing Act of 1994. The sealed bid envelope must display the contractor's license number, expiration date, and classification, as well as required subcontractor information if applicable. Bidders certify compliance with Title VI and Title VII of the Civil Rights Act of 1964 by submitting a signed bid. Bids may not be withdrawn for sixty (60) days after the closing date. The City reserves the right to accept or reject any or all bids, waive informalities, and re-advertise.
