The project is located on the southwest coast of Florida within Sarasota County on Lido Key in the City of Sarasota between New Pass and Big Sarasota Pass. The dune restoration project covers approximately 1.16 miles along the southern portion of Lido Key. Requirements include furnishing labor, materials, and equipment, performing all operations connected to dune restoration, dune vegetation planting, constructing beach accesses and enhancements, installing signage, and installing posts and ropes as indicated on the construction drawings and specifications. The project uses federal funding and local preference does not apply. Bidders must bid on all line items to be deemed responsive. The project is located on the southwest coast of Florida within Sarasota County and located on Lido Key in the City of Sarasota between New Pass and Big Sarasota Pass. The dune restoration project encompasses approximately 1.16 miles of dune restoration along the southern portion of Lido Key between FDEP Range Monument R-037 and R-044 These specifications include requirements for the furnishing of labor, materials, equipment, and performing all operations in connection with the dune restoration, dune vegetation planting, beach accesses and enhancements, signage, and post and rope installation as indicated on the Construction Drawings and specified herein. The project entails the transportation, placement, and grading of beach compatible sand to construct and restore the beach dune through a portion of Lido Key. The CONTRACTOR shall provide the trucks, support equipment, labor, supplies, and materials to perform all operations to build the dune as indicated in the Construction Drawings and required by the Contract Documents. The CONTRACTOR shall also provide the necessary environmental monitoring during construction as detailed in the permits and specified herein. The CONTRACTOR's trucks shall load the fill material at the selected upland location and use the approved route to the Construction Access. The CONTRACTOR's equipment shall be cushioned against damage to pavers, grass, bushes, fences, and the streets at the Construction Access. Construction mats or similar protection shall be used to help prevent potential damage. The CONTRACTOR shall actively coordinate with the CITY, affected condominiums, and the City of Sarasota Police Department. The CONTRACTOR shall place/stockpile the sand onto the beach directly from trucks using the Construction Access as shown on the Construction Drawings. The stockpile created will be used to load trucks capable of moving from the approved Construction Access to the dune fill areas. The CONTRACTOR shall also use an escort vehicle such as an ATV with a flag to alert beachgoers of approaching construction traffic. The CONTRACTOR must ensure and maintain safe operations within the Project Area especially along the beach. The CONTRACTOR must also, to the maximum extent possible, keep the beach open to the public. However, the CONTRACTOR may close the Construction Access and staging areas temporarily to the public to ensure public safety during construction activities. The CONTRACTOR shall shape the fill and grade the dune to the construction template as shown on the Construction Drawings. The total volume of beach quality sand is approximately 2,660 cubic yards (~3,700 tons) and will be paid in units of tons. No payment will be made for delivered quantities that exceed the bid quantity. At the time of construction, the ENGINEER will provide a placement plan in tons for each 100-foot acceptance section based on the before placement survey conducted by the CITY. The CONTRACTOR will not be paid for any volume (tons) in excess of the quantity in the placement plan unless a written change order is prepared and approved by the CITY. At the completion of sand placement, the CITY will pay for sand delivered and placed as per the ENGINEER placement plan in tons for each 100-foot acceptance section. At the time of construction, if the ENGINEER determines that areas directly adjacent to the dune template shown on the Construction Drawings significantly exceed the natural grade (i.e., misplaced sand from poststorm recovery efforts) and could hinder turtle nesting, the CONTRACTOR may be required to regrade the misplaced sand. As part of the bidding process, bidders shall provide a work plan that describes the operation and management of delivered sand through final grading. The plan shall describe the means of finishing the project in the time available.
