It is the intent of the City of Lincoln, Parks & Recreation Department (hereinafter referred to as the "Owner") to solicit bids from qualified contractors and/or nurseries for the removal of existing landscape materials in designated areas, and for the procurement, delivery, and installation of perennials and sod turf grass in the medians of Lincoln Mall between 11th and 14th Streets. b. Work shall include all labor, materials, and equipment necessary to complete the project as specified herein. All work shall comply with the requirements of all legally constituted authorities having jurisdiction. c. Work shall be performed in accordance with the City of Lincoln Standard Specifications for Municipal Construction (2023), with the information contained in this document acting as a replacement for Chapter 31 - Landscape Work. d. Multiple contracts may be awarded through this bid. Awards will be based on individual bid line items and the ability to provide the specified materials while meeting the scheduled phases of the project. e. Contracts will be awarded to the Contractor(s) whose bid substantially meets the required specifications, duties, terms, and conditions defined herein, and whose pricing is determined to be fair and reasonable based on comparisons of all bids received. f.
