The project consists of the replacement of asphalt shingle roofing at the "Louise Street Location" and siding replacement at both the Louise Street Location and the Mae Street Location. New asphalt shingle roofing at the Bay Springs Location will be bid as an alternate. Bids must be submitted on proposal forms furnished by the Architect within the project manual or copies thereof. Only contractors properly licensed by the State Licensing Board for General Contractors under the Code of Alabama may bid. Bidders must display their current license number and licensed category of construction work on the outside of the sealed envelope and include a copy of their license with their bid paperwork. A certified check or bid bond, not less than five percent of the bid, must accompany proposals. Performance and statutory labor and material payment bonds are required at contract signing and must be included in the contractor's proposal. The awarded contractor must comply with Section 3 of the Housing and Urban Development Act of 1968, as amended, ensuring employment and economic opportunities generated by HUD assistance are directed to low and very low-income persons, particularly those receiving HUD housing assistance. The contract will be awarded to the lowest responsible bidder adhering to the rules, regulations, and policies of the Housing Authority, HUD, and Alabama state bid laws. The owner reserves the right to reject any or all bids and to waive informalities. No bid may be withdrawn for thirty days after the scheduled bid closing.
