Scope of Work: The University of Missouri is seeking a general contractor to provide traditional general contracting services, management, and supervision on multiple projects on an as-needed basis for one year, with an option for four annual renewals, not to exceed five years in total. All projects fall under a single Master Construction Agreement, with individual Work Authorizations issued for each project. No individual project will be less than $75,000 or exceed $3,000,000, with no aggregate limit over five years. Work may be ongoing on multiple projects simultaneously. Pre-construction services may be required on some projects and will be negotiated individually. The contractor must have a permanent office within a one-hour drive of the campus, subject to approval. The agreement's percentage markups are the sole compensation for all services necessary to complete each Work Authorization, with specified exceptions for certain preconstruction and onsite services. No "pass through" of general contracting services is allowed, and self-performance of work other than site services is not permitted without a successful bid for the applicable scope. Instructions to Bidders: Responses are to be limited to the office proposed for contract management. Audited financial statements must be provided upon request. Submittals must be in PDF format, tabbed or bookmarked as outlined. Qualifications will be evaluated on a 1200-point system in three tabs: Experience (400 points), Staffing (400 points), and Process (400 points). Tab One requires lists of relevant projects, contracts, staff classifications, safety records, and financial volumes. Tab Two calls for staff summaries, resumes, qualifications, and staffing plans to meet varying project demands. Tab Three requires descriptions of schedule evaluation, subcontractor bid processes, design phase service methods, and project management protocols when a superintendent is absent.
