Site work and new construction of a power facility in Winnipeg, Manitoba. Completed plans call for the construction of a power facility.

Manitoba Hydro intends to procure an Engineer-Procure-Construct (EPC) Contractor to support the Dispatchable Capacity Project, a major capital initiative to deliver new combustion turbine generation capacity at the Brandon Generating Station, along with associated transmission and gas pipeline infrastructure. The project scope includes the installation of three heavy-frame simple cycle gas turbine units (each 200–300 MW) in a new building with supporting infrastructure. Contractors will be required to interface with existing transmission and gas infrastructure. The facility should have dual fuel capability or be adaptable to alternative fuels in the future. EPC Contractors should assume responsibility for detailed design, procurement (excluding long lead equipment items), and construction, providing a single point of accountability for delivery. They are to validate and complete detailed design, manage procurement of plant equipment and materials, coordinate construction, and deliver a commissioned facility. Coordination with an Owner’s Engineer, incorporation of Indigenous partnership requirements per the Manitoba Hydro Training, Employment, and Business Opportunity (TEBO) framework, and management of interface and constructability for owner-procured equipment are required. The project is subject to government approvals and may include a cancellation schedule in contracts.
