The public improvement consists of paving approximately 7,315 square feet of 4-inch thick Hot Mix Asphalt (HMA), 4,457 square feet of 5-inch thick HMA, and 68 square yards of 5-inch thick Portland Cement Concrete (PCC) sidewalk for the Urbana Library parking lot. The project includes all labor, equipment, and materials necessary for the construction. The type of bid is unit price. Items included in the project are exempt from State of Iowa and Local Option Sales and Use Taxes; contractors are responsible for obtaining the exemption, and taxes should not be included in the bid. Each bidder must accompany its bid with bid security, as defined in Iowa Code Section 26.8, equal to five percent (5%) of the bid, and provide a corporate surety bond for 100% of the contract upon award. All contractors and subcontractors are responsible for pre-employment drug screening and must have a drug and alcohol testing policy conforming to Iowa Code, submitting an affidavit attesting to this practice with their bid. Bids shall contain no condition except as provided in the specifications. Preference may be given to Iowa products, provisions, and domestic labor as required by law. The City of Urbana reserves the right to reject any or all bids, waive informalities, and enter into contracts as deemed in the best interest of the City. The City may defer acceptance of proposals for 60 calendar days after bids have been received and opened.
