Site work for a municipal facility in Chilliwack, British Columbia. Completed plans call for site work for a municipal facility.

The Work includes the supply, delivery and installation of an electric bear fence at the Bailey Sanitary Landfill as specified herein and within the Project Requirements attached as Appendix "A". a. A full replacement of the current bear fence, in addition to three current vehicle gates and one man-gate, is required. The current bear fence, which was installed in 2010, is approximately 1,650 meters long and covers the entire perimeter of the landfill footprint. The entirety of the bear fence, three vehicle gates, and one man-gate must be electrified. b. Because of general aging and vandalism over the past 15 years, the City desires to replace it within its current position, and the City is open to options that have the ability to be longlasting and more vandal-proof than the existing bear fence. The existing bear fence is a combination of treated wood posts and galvanized wire. c. The Contractor shall be required to provide alternate bear-proofing measures throughout the entire replacement process. d. Appendix E - Maps shows the outline of the entire 1,650-meter fence. Approximately 420 meters of the 1,650 meters is a section outlined in purple that receives the majority of the vandalism, and approximately 225 meters of the 1,650 meters is a section outlined in orange that is new (about two years old), which was installed in conjunction with an expansion of the landfill footprint. e. The existing bear fence is currently powered through a single one-inch conduit connection from the bear fence into the bear fence control box inside of the leachate pump station with a dedicated 120 volt / 15 amp circuit going into it, and then outside on the leachate pump station building there is a box with a switch to turn it on and off. Any new connection(s) can be made into the existing bear fence control box inside the building. f. The Contractor shall be required to clear any vegetation, soil, sod, rocks, and over-hanging branches as needed prior to removing the current bear fence, and installing the new one. Any vegetation, soil, sod, rocks, and over-hanging branches that are removed through manual hand pulling, saws, chainsaws, brush cutting, shoveling etc., can remain in place at least a 1-meter width away from each side of the bear fence. The removal of them is not part of the scope of work under the Contract. g. One of the vehicle gates has lock-blocks around the bear fence beside each end of the gate, as that location is problem area for vandalism. The surrounding lock-blocks can be removed by the City upon request. The removal of them is not part of the scope of work under the Contract. h. The Contractor may propose to reuse any of the materials from the existing bear fence, such as the treated fence posts from the newer section of fence, galvanized wire, and metal materials from the existing three vehicle gates and one man-gate. If the Contractor proposes to reuse any existing materials, they will need to explain how reusing the materials will impact the longevity of the bear fence. Any treated fence posts and other materials other than metal that the Contractor does not desire to reuse, such as wire insulators, can be stockpiled at a location of the Project Manager's decision within the Site, and then the City will be responsible for the disposal of those items. i. Any of the galvanized wire and other metal materials that the Contractor does not desire to reuse shall be removed from the Site at the Contractor’s expense. j. Proponents are encouraged to request a Site visit to observe the vegetation that may require removal and the current conditions of the existing bear fence materials to determine if there is an ability to reuse anything. k. The Contractor shall install two-sided warning signs every 20 meters, with language and symbols stating, or comparable to stating, "Warning - Electrified Fence - Do Not Touch". . Delivery and installation can take place from Monday to Saturday, 7:30 a.m. to 5:00 p.m. local time. The delivery and installation location for the Bailey Sanitary Landfill is 5940 Matheson Road.
