This Sources Sought Notice does not constitute a request for proposal, quote, or bid and is issued solely to identify potential offerors for market research. The intent is to determine sources capable of providing Construction Management Services and Industry Analytics in support of the Naval Facilities Engineering Systems Command Enterprise, including all regional Facilities Engineering Commands under NAVFAC Atlantic and NAVFAC Pacific. The objective is to deliver professional and technical support ensuring construction, renovation, and engineering projects are completed on schedule, within budget, and in accordance with required quality and safety standards. Services will support Mega-Project and Strategic Mega-Project programs, including Military Construction and related efforts ranging from $10 million to $10 billion. Anticipated deliverables include construction site visits and inspections, construction administration and access coordination, quality assurance support, safety program audits, stakeholder communication, RFI review, submittal and schedule analysis, cost engineering and change management, management of performance guarantees and liquidated damages, commissioning system inspection, program management support, procurement and contract administration services, commissioning and acceptance oversight, enterprise program management coordination, utility outage coordination, and construction project risk analysis. Industry analytics and risk analysis support are also included. The procurement will use SeaPort-NxG in accordance with applicable guidance and FAR 16.505(b)(1) Fair Opportunity Procedures, and the resulting task order will follow performance-based service acquisition principles with measurable performance standards and deliverables. The primary NAICS code is 236220, Commercial and Institutional Building Construction - Construction Management Services, with a size standard of $45 million. The anticipated contract structure includes a 12-month base period and four 12-month option periods, with all services ordered on an as-needed basis.
