Site work for a sidewalk / parking lot in Orange City, Florida. Completed plans call for site work for a sidewalk / parking lot.
Sealed bids are requested from qualified licensed Contractors to construct a new open-surface parking lot on 0.344 acres at 220 E. Graves Avenue, Orange City, FL 32763 (Volusia County Parcel 801108020030), along with paving approximately 100 linear feet of the Albertus Way public right-of-way (a 20-foot platted alley). Contractors must refer to Attachment A Plans for 220 E. Graves Avenue Parking Lot and Drainage Improvements. This federally assisted project requires adherence to Federal Labor Standards, including the Davis-Bacon Act (prevailing wage rates), the Copeland Act (anti-kickback of wages and weekly certified payroll reports), 24 CFR 85.36 (bonding requirements), and Section 3 & M/WBE provisions. The prime contractor is responsible for wage compliance and required documentation throughout the project. Applicable laws and regulations are included in the bid packet. Sealed bids must be submitted by the specified deadline. Question Deadline 04/02/2026 All questions or concerns regarding this ITB must be submitted in writing, and emailed to Michael Hall, Senior Procurement Analyst, mhall@orangecityfl.gov The intent of the project is to provide additional parking spaces to support multiple existing municipalservice buildings located on various parcels in the vicinity of City Hall, City of Orange City, which host various City government departments or other civic facilities. It is anticipated that the proposed parking spaces will be used by both City personnel that work in the various City government offices, as well as citizens conducting business at those department offices, or that may be using the civic facilities. In total, one (1) existing handicap space will be removed, and 20 new parking spaces will be provided, which includes (1) reconstructed handicap parking space (net 19 new parking spaces). Required demolition efforts include clearing & grubbing the property, as well as the removal of existing concrete sidewalk/pavement, existing concrete wheel stops, and existing signs. Proposed construction efforts include implementing associated erosion control measures prior to grading the parking area and associated stormwater management facilities, consisting of an interconnected swale system that provides required treatment and attenuation volumes. Other proposed elements include new concrete curb, new concrete sidewalk, new parking surface & public alley with asphalt pavement section, and new signing & pavement marking. All improvements are required to comply with the Americans with Disabilities Act (ADA). In proposed conditions, the pervious areas will receive landscape treatments (i.e. sod, shrubs, trees, and other plantings). Utility construction includes extending an 8" PVC reclaimed water main approximately 150 LF and constructing a new 1" reclaimed water service (which is to be installed in a 2" directionally bored casing underneath the eastbound lanes of E. Graves Ave.) with a 3/4 " meter on-site to serve as the source of irrigation supply. Site lighting for the new parking lot will be implemented through modification of an existing lease agreement between the City and the power company (Duke Energy) whereby the City is invoiced for regular usage of light poles city-wide, and upon completion of construction the new light poles proposed in this project will increase the associated inventory. The City will also pay an up-front lump sum amount as the Contribution in Aid of Construction (CIAC) required for this project. Duke Energy will complete all necessary photometric design, structural engineering design, and electrical engineering design required for the lights, which will be fed from an unmetered circuit. Within the scope of services for this project, the City's contractor will be required to install conduit, pull boxes/handholes and other related items (such as pull-strings) intended to serve the future unmetered lighting circuit by Duke Energy. However, Duke Energy will be installing the light poles with fixtures and completing all electrical wiring. The City's contractor shall coordinate with Duke Energy as necessary. A new power service is required to supply electricity to the proposed irrigation controller (i.e. hardwired). Within the scope of services for this project, the City's contractor will need to initiate a call to Duke Energy's new construction team to set up the new premise (based on the existing site address) and establish a new account. An up-front lump sum amount will be due as the Contribution in Aid of Construction (CIAC) required for this project. The CIAC will eventually be determined by Duke Energy once the new premise is established, and all necessary information has been furnished Duke, which may include, but not be limited to, plan copies, required service loads, signed/sealed sketch & legal descriptions for easement, executed agreements, etc. Duke Energy will complete all required electrical engineering design for this new metered circuit to feed the irrigation controller. Within the scope of services for this project, the City's contractor will be required to install all conduit, pull boxes/handholes and other related items intended to serve the future metered circuit by Duke Energy (such as pullstrings, transformer pads, etc.) within the Secondary power system (between the transformer and the meter). However, Duke Energy will set the transformer (which is anticipated to be pole-mounted) and install all other components of the Secondary power system, including wiring, service post, meter, etc. The City's contractor will be required to install all other electrical components downstream of the meter (to the irrigation controller). The City's contractor shall coordinate with the City and Duke Energy as necessary.
